In the late 1960’s, the counties of Fulton, DeKalb, Cobb, Clayton, and Gwinnett continued to grow in population and industry. With this growth came the consequence of serious traffic conditions hindering the potential success and efficiency of the metropolitan Atlanta area. Introducing the Metropolitan Atlanta Rapid Transit Authority would effectively reduce traffic, reduce pollution, and create new jobs. A Board of Directors of the Authority was created in order to address any challenges that may arise and create new opportunities for MARTA. The board strives to create a more safe and enjoyable rider experience while coming up with alternative ways to introduce innovation and affordability to the MARTA system. The Board of Directors of the Authority has the responsibility to determine MARTA fares and oversee expansion plans. For example, in the article, “Expansion Plan Approved” by Railway Gazette International, the Metropolitan Atlanta Rapid Transit Authority board of directors approved the “More MARTA Atlanta” program in August 2018, which allocated funds towards public transport expansion of over 20 miles of light rail routes in Atlanta, Georgia. In order to develop new routes, the Authority must consult with the local government of the territory of interest and hold a public hearing in which the concerns of the local government and residents of the area may be heard. The Authority is not granted eminent domain, which is the power to acquire private property for expansionary purposes, although local governments may execute this power in any county under their jurisdiction. On June 30th of each year, the Authority must compose an annual report including tax revenue and operating revenue received during the yearly period, a statement of the total expenditures made, a list of every written contract entered into by the Authority, and any employment contracts granting the subject a salary of over $20,000 alongside their name or the business’ name.
